Oh, I'm 99.9999% sure of this...ECW and RAW will be in the SmackDown! Tumbler, RAW and SmackDown! will be in the ECW Tumbler, and ECW and SmackDown! will be in the RAW Tumbler, and the brands take turns picking, but once a guy is picked, say CM Punk to SmackDown!, his name will also go into the RAW and ECW Tumblers, so he could be redrafted.
well ive read on wikipedia that the previous years, they do a lottery, im just not sure this year... try to check out wikipedia from time to time
